I don't think this was ever part of the official rules - more like one of those 'home rules' that never was official but still turns up now and again.

You can have as many serves with the ball touching the net in a row as you like - there is no penalty. It just continues to be a let serve. - GregLetts_OC

Hmmm - if the serve is extremely low and not going off the table, I'd say that no, you aren't going to be able to loop that back on a consistent basis. Every now and again you may fluke one on the table, but on the whole it's just too tough.

The best you could do is a flick against these shots, with a big wrist snap and forearm snap. But even then it's not going to have anywhere near the power and spin of a real loop. Or you could swing horizontally along the table, then curve the swing up just as you make contact in order to generate topspin - but it would require incredibly precise timing to pull off.

Let's face it, if it was really a possible option for players to use, the pros would be doing it since they would be wanting to loop back every return they can. That's my opinion anyway. Somebody may come along with an technique innovation that allows them to loop every ball, but for now, I'll stick with saying, no, it's not possible. - Greg Letts

This doesn't have anything to do with Pips, but I have heard that you really know your stuff when it comes to table tennis. I was wondering, is it possible to loop back every shot? I am mainly referring to the extremely short serves that do not go off the table and generally stay extremely low? - Chris Quesada

Yep, that's your point. For a full explanation check out my article at About.com on the subject.
